Setup Process_how to enter process properties

Hi,

In recipe management, I am not able to specify properties and assign view. Even I don't see "New Entry" button on header to create an entry.

Is this peice of config flows from somewhere else. I checked in EHS and iPPE....couldnt get any clue. New to RM ...dont how to assign view. Any dependency/prerequisite?

Please help.
