work clearance managment

dear friends

i have some user requirements for work clearance managment process cycle for standard model

1.UNTAG should be before closing WCA
2.Print Tag phase Should be optional (in WCD)
3.WCA can be closed , if order status is open

4.Create WCA and WCD directly from WCTK then closing the both without linking with order ==> What is the buisness impact

please need your kind comments and advises

kindly if you have any WCM manual (ssnapshots for the entire WCM standard model cycle )
