Display / Change Engineering Record

Hello Guru's

I see the Target Run in date / change coordinator fields are different in the Display / Change Engineering Record. Kindly do let me know if this the standard way.

Display ER :

The date shows as today's date. The Change coordinator field  is populated with person who is viewing the ER

Change ER:

The date shows the ER created date.The change coordinator field is populated with the person who wrote the ER.

Kindly advice.
